A few days after the on-line publication dated 8th March 2003, the press (1) illustrated the "mission" of the portal this way: to make contacts with the international scientific community, enabling a Spanish professor in law, for example, to know immediately the developments about the Italian legal community or an American economist to read a French treaty. is a fast bibliographical research tool, easy to use and accessible in five different languages: Italian, English, French, Spanish and German. It scrutinizes the most important Italian and foreign journals and is constantly updated, giving the readers an immediate view of the Italian and foreign availability of bibliographical extracts on business law from January 2001.

The idea, upon which the filing work is based, is easy and elaborate at the same time: to realize an international workshop, which - thanks to the use of the new technologies - gives the users the possibility to enter the "transversal" database on legal and technical information free from any language barrier, so that it is possible to scrutinize different legal branches (private law, commercial law, administrative law, tax law, banking law, industrial law, community law, criminal law, etc.) and also accounting practice and technique, economics and finance.

The project is fascinating, open to the scientific community and therefore to Universities, Centres for research, Law Schools, Publishers, Professional Orders, public and private Associations and Institutes in Italy and other countries.

The portal is like a bridge under construction, which needs the attention and the constructive criticism of those who care about the diffusion of knowledge in different languages.

The launch of the portal was less than a year ago, but the many (free) registration of users coming from the most varied countries confirm that the idea of "transversal" information has been arousing great interest despite the many and natural linguistic and exegetic difficulties.

The presence of culturally different and geographically distant users has posed many questions.

Visitors like the Vietnamese researcher, the French documentalist, the Spanish or Brazilian attorney, the Venezuelan lawyer, the financial adviser from Barcelona, the Polish journalist, the Bosnian interpreter, the Irish or Japanese professor and so on show that the web has become the fundamental infrastructure of information within the global village (2).

In the cyberspace age not only is juridical information set for being on-line, but the cultural models of private practices will also be affected by radical changes.

As a matter of fact the swift transformation of the attorney, which has worked in the national domain up to now, towards the figure of an expert with a European identity (3), the developments of many new international relationships with the consequent progressive extraterritorial stretching of business and creation of multidisciplinary counselling services are calling for faster and faster instruments of data search and acquisition, which should be also efficient and interdisciplinary.

This transformation of the working tools and of the information needs can be thoroughly seen in the field of law. The various forms of professional aggregations, in order to surmount the distance between the practices, are becoming more and more important and so are, therefore, those information technologies that are useful to easily collect significant legal and business data within the "global village".

In the institutional domain we are witnessing the construction of a new European code, which is gradually eroding the national States' sovereignty in favour of the European Community by virtue of the supremacy of community law over internal law.

However, this change poses linguistic and cultural problems, to which the national users aren't yet prepared. The European attorney is now finding himself facing a much wider view of legal knowledge, which inevitably leads to manifold prospects but also difficulties, as there is a scarcity of epistemological instruments allowing a swift access to the 21st century European law.

In this connection, represents an innovative on-line filing of bibliographical data that are available to everyone in every moment and from everywhere.

The database is currently listing more than 250 Italian and foreign journals, but this number is undergoing a continue growth, as the filing system is so organized that further publishers can add their own literary production within other linguistic environments (4).

The portal gives the readers the possibility to quickly discover the required bibliographical reference: i.e. first name and surname of the author; the title of the article, the monograph or the case note; the journal or monograph in which the writing is reported; and, if available, the annotated ordinance.

The following features make the portal innovative compared with other similar portals in the Web:

Multilingual management (in Italian, English, French, German and Spanish) of all the research windows: this enables the foreign user to consult the Italian legal doctrine and shows the Italian user the latest news of the foreign legal doctrine and case law.

The weekly journals' scrutiny

The database scrutinizes weekly (e.g. "Il fisco", "Guida al diritto", etc.) and fortnightly journals, in order to present as up-to-date a situation as possible of the legal doctrine.

The scrutiny of the most important foreign journals gives the possibility of a comparative study of business law.

Immediate finding of annotated sentences through a proper window for researching not only the case notes (which you can find also through keyword, year of publication, journal, author), but also the available measures commented and catalogued by legal institutions.

The management of the journals

In the page relating to the "checked journals" the registered user can read every useful datum about the index of all the Italian and foreign journals existing in the portal. Moreover, in the introductory site of the journal you can find the ISSN number, i.e. the identification number of the journal, and the availability of the journal in Italian or foreign libraries. These data were translated in five languages, too.

In the column "Publisher" you can also find the link to the official site of the publishers supporting the project.

The monographs gives also the possibility to extend the research to the monographs, for whom we had been previously authorized by the most important publishers (in Italy: Giuffrè, Zanichelli, Cedam, Giappichelli, Ipsoa, Monduzzi, Cacucci, La Tribuna,, Mucchi, Piccin, Laterza, etc.); among bibliographical details of the monographs there are the summary and/or the volume index, so that the reader can immediately judge whether or not the writing is useful.

Also in this case the pages are available in five languages.

The keywords

You can search every article, case note or monograph not only through the classic Boolean operators, but also through one or more keywords in five languages. This characteristic is the added value of the portal, which makes it noteworthy and useful for experts and law scientists.

We regularly bring the list of the keywords up to date.


The portal lists also the Italian and foreign libraries, in which the scrutinized journals and other texts are kept. The information about the availability is given in five languages (Italian, English, French, German and Spanish).

In this regard, we welcome any constructive criticism and suggestions of the Italian and foreign libraries.


There is a wide range of useful links to international websites, that deal with law, present universities and libraries and give suggestions about economics journals and institutions. Thanks to the short descriptions translated in five languages, the user can easily and quickly orient himself in the website.
